It probably would have been better to tell PayPal that Breitling Exclusives 
hasn't sent the handling and shipping fee that would enable you send the 
item back to him. That would let the people at PayPal simply assign the hold 
up to Breitling. Although it is very hard not to get frustrated and show 
anger, don't do it.

The seller clearly enjoys taking advantage of people and probably doesn't 
expect nor need to win every case. It's strictly a business, and he is 
learning to do his business more effectively. The only thing that will 
change his ways is if he is physically unable to continue them. The moral 
impediments disappeared long ago.
