Value Engineering involves meeting, but not exceeding, the requirements.
This looks more like uncertainty as to what the requirements should be.
Perhaps the wrong people (accounting department) are getting to make the
requirements decisions. /jmac

cured with a $10 doo-dad.  Really nit-picky on my part.

Not nit-picky at all. This is another part of "value engineering"" that has
been applied to far too many cameras, film and digital. Something that costs
a few cents per unit is eliminated to enable the manufacturer to add a few
extra menu items that no one can use. Dumb, dumb, dumb!
