If you hope to salvage that filter ring, you may have to break the glass 
in the filter. Then cut the metal ring through in one spot, grip with 
wire cutters and kinda try to wrap the (filter) filter ring in on 
itself. If you already cut through most of the metal ring (but not the 
part engaged with the lens filter ring) it will probably pop of of the 
threads.  Then reassemble lens, buy a new filter.
A good way to break the filter is to cover both sides of the glass with 
a layer of scotch tape, hit with appropriate size hammer.
