It is possible under English Common Law I think to have someone  
declared a 'vexatious litigant.' This is difficult but is designed to  
stop someone with means and nothing better to do from using the law  
as a recreation in nuisance actions or to make someone else's life a  
misery. Such a person is then unable to initiate an action unless it  
is first approved by a judge.
I have local acquaintances who have been pursued for years by someone  
with money and madness in a series of deranged actions - a legal  
'stalker' in effect. So far they have been unable to have her listed  
in this way as they can't afford the process.
