I cannot imagine that recharging would ever be as fast as pumping the 
same amount of energy as petrol.  I think we are talking of several 
tens of kilowatt-hours to recharge the batteries - domestically in 
the UK, only the circuit for an electric cooker normally comes 
anything like the 10kw rating which would correspond to an hour for 
every 10 kilowatt hour (ie a 40 amp circuit in the UK at 240 
Volts).  More likely, for long distance use, such cars might have to 
change battery packs like stage coaches changed horses!  Urban use is 
a different matter.
