Yes, retailer specific rebates are becoming a lot more common. Very
likely part of a program wherein a retailer buys a LOT of product and
as a reward gets an exclusive rebate offer that drives more business
their way. Of course they hope to sell regularly priced items on the
same order and that the rebates will never be submitted.
The ones I've seen usually state it positively, e.g., "Rebate good
only at Ali's Audio Emporium".
