Sounds like printer management services have been turned off on the print 
server.
If you have Admin privileges, open Control Panel, open the Administrative 
Tools tab then the services tab and check what services are 
running/stopped/disabled.

Alternatively, from a command propmt run msconfig.exe, click on the services 
tab and check the services running.
