I agree with him for this problem - if you aren't going to do the 
correction in post. As you say, you have to shoot to avoid losing the 
highlights. Enough flash to be useful on the woman and especially the 
dog would mess with the light on the water, much of which is closer than 
the other subjects. Once you start thinking about masking the flash from 
the water, you are back in "Don't take....".

With a full size, 16 bit scan at 2700 or more dpi, you can pretty much 
do whatever you want with the light.
