Kinda sorta and it depends.

A 2X teleconverter essentially doubles whatever the image is coming
into it.  It doesn't turn a 50mm into a 100, but what it does do is
essentially give an enlarged 50mm image.  Therefore, whatever imaging
characteristics the 50mm gives you (bokeh), it is just doubled.

There are two places to put the teleconverter:  Between the lens and
the extension or between the extension and the body.  If you place it
behind the extension and next to the body, it just does what I
described above.  However, if you place the teleconverter immediately
behind the lens it does create closer to a 100mm in characteristic
which this goes close focus with the extension.  The look of the two
images will be completely different.
