Read Grumbles long ago, and, like you, can't find it now. I always  
enjoyed Heinlein's particularly quirky free-love flavor of fascism,  
the major flaw in the slaw being the necessity for people with sense,  
experience and the long view in positions of authority. Such folks  
are few and far between in the best of times. I don't think it's  
overstatement to say we are in particularly short supply these days,  
regardless of your favorite political flavor.
