Yes, they can.

The Turbo-Z model is the only Quantum pack that uses NiCads.  A couple
years back I took mine to the local battery supply shop because it was
recycling very slowly and charges were very short lived.  For $45
(including labor) they replaced the cells and it's still going strong.

Also, there is a reconditioning procedure described in the last
