I think they just speak spanish 'badly' in BA.  Fernando will confirm 
this. Unfortunately this is also where I picked up the language.:)

As for thievery the worst I've seen is the early am local train from 
Cusco to Macchu Picchu. Not sure if it still runs. The train station 
doors opened early and since it is first-come seating there is a mad 
dash for the few available seats. I think about half the passengers turn 
out to be pickpockets. As the train slowly climbs the steep grade up out 
of the valley you can see the knaves jumping off the train with their 
loot. A favorite tactic is to slit the bottom of the bag and grab what 
you can. We managed to survive unscathed by combining forces. Three to 
hold the gear while the fourth unencumbered made the dash to hold seats. 
This free-for-all is where many lose their stuff but one must be 
vigilant the whole trip. Needless to say my camera stayed in it's 
nondescript bag the entire trip despite the many photo ops
