No, that is the opposite of what he said.
Pretend you are looking at something in the room. That is what using a lens
is like, now take a picture of something outside the room looking though a
window, that is degradation like using a teleconverter, less light, less
sharpness.
Now add a second teleconverter, it is like looking out your window through
the window next door and trying to see what is in there.
Every layer or glass you add cuts down your clarity.
Go buy a couple of cheap teleconverters and give it a try.
