Private groups - farmers, truckers - routinely abuse their power in breach of 
the law. The position of the authorities is not to throw the book at them. May 
go back to all those popular uprisings. Didcha know the great Paris 
beautification under Haussman was in part to get rid of narrow streets that 
were easily barricaded and defended by mobs? - Phil
