I have the 70/200 F4 IS, it has a mode to switch to when panning which is 
supposed to make allowance for the pan
Don't know if it works, and will probably never use it. I was sold on the IS 
version after testing it against the non IS
hand holding at speeds down to 1/30, it was night and day.
