But, if you want to be totally purist about it, you really don't want an
MPEG file if you are going to be doing any form of editing.

Like JPEGs, you really want to do all your editing in an uncompressed
format, then convert to MPEG as a final stage.

I have heard of some rather good "non-destructive" MPEG editors
(womble-edit I think is one that I demo'd, but I can't recall for sure).
They cleverly edit on only I-frames or B-frames or somesuch (I really
should know, but can't remember).  Only really good for cuts, however,
and not frame-accurate (as they have to choose the nearest "proper"
frame - one that hasn't been estimated from the previous or next
frames).

If I try and expand any further on this I will only expose the fact that
I don't know enough about this stuff, so I shall stop there.

As I recall, a VOB is just an embedded MPG file.  Google for freeware to
rip
DVDs and you can extract the MPG from the VOB.  Then you can do whatever
you
want.  I'm pretty sure nero will do it.
