I've always though of it as an "escape valve" in a rather tightly-wound
society. Along these lines, I have a photo somewhere that I took of a sign
at a small playing field in Bern's lower town (Matte) - it says
"Fussballspielen Nicht Verboten" = "Playing football is not forbidden".
