I'll add the appropriate punctuation and clarification.
 From Bridge:  Select Edit -> Preferences -> General
then in the "Behavior" box in the middle of the dialog select
"Double-click edits Camera Raw settings in Bridge"

When that box is checked a double click (on a thumbnail image only) will 
open the image in Camera Raw.

Alternatively:  Load Bridge.  Select an image (else your options will be 
grayed out) and look at the entries in the "file" menu.  The 7th entry 
down the menu list should be "Open in Camera Raw...".  Alternatively, 
right click on your selected image and the fourth item on the pop-up 
menu will also be "Open in Camera Raw".
