According to the Vivitar folklore as posted by CameraQuest, with certain 
exceptions, the first two digits of the serial number on a Vivitar lens 
identify the manufacturer.  I have a Vivitar Series 1 90/2.5 macro and 
its serial number begins with 37.  37 means it's of Tokina origin.

CameraQuest's list of Vivitar suppliers does not mention Tamron but his 
supplier ID list is supposedly only valid from 1970-1990 and perhaps a 
bit beyond. <http://www.cameraquest.com/VivLensManuf.htm>  In any case 
it's a really, really nice piece of glass whoever made it.  I got mine 
from a list member years ago (can't recall who now) who sold it at a 
very good price since it had a notable spot of fungus on it.  I 
partially disassembled it and discovered the fungus was only on the 
second element and it came right off very easily with a dab of cold 
cream.  It couldn't have been on there very long because I couldn't see 
any evidence of coating damage.  Still using it but I don't think I've 
ever mounted the 1:1 adapter other than to see that it works.
