To clarify slightly for someone new to OM, the OM-2(n) has two 
completely separate metering systems.

1. The system you see via the meter needle in the viewfinder. This is 
used for manual exposure and to give an idea what the TTL OTF meter will 
likely do in Auto.

2. The Through The Lens - Off The Film metering system. This meter reads 
the brightness of the light coming through the lens at shooting aperture 
as reflected off the specially patterned first curtain and/or the 
surface of the film. As it measures light at the actual time of 
exposure, there is no way to know ahead of time what it will do. Changes 
in light during an exposure may change the exposure.

So, the on-off switch turns system #1 on and off, while the rising 
mirror turns system #2 on and exposure completion turns it off again. 
How #2 operates is modified by the on-off switch.
