Don,
    Sounds like you are doing it right, but the voltages you measured on the 
T32 and t20 are lower
than typical (and lower than nominal design levels from schematic).   They 
should be more like
5-8V. In anycase the t32's/20/45's should be safe for anything out there 
particularly, as current
available is so low.   

One reason you may be measuring low is if you are using an old fashioned meter 
that puts a
significant load on the pins. Most modern DVM's do not, but analog meters do. 
The T45 should read
the same as a T32, as trigger cct is the same.
