As you say, the good thing about Picasa 2 is that it is free, and that 
you can just download it and give it a try. However, I suspect that you 
will find it quite limited as a "raw developer". To give an example, 
think in terms of "fix redeye" as an option on it, and it will probably 
give you a better idea of the audience it is aiming at, compared to, 
let's say, who Lightroom is aiming at.

As for comparison of its image management, well I can't really say. I 
was finding it adequate for my immediate needs, but having looked at, 
for instance, IMatch as an image manager, I would tend to go for one of 
the paid solutions over Picasa 2 (eg. IMatch lets you have 
folders/albums, and then sub-folders/albums to assign images to, whereas 
Picasa 2 only has one top level of album). Anyway, you'll see what I mean.

Piers' comment comparing Picasa 2 with Lightroom, saying Lightroom 
"earns its keep in comparison" is quite justified in my opinion. It's 
possible, if you are looking at Lightroom, that you will say about 
Picasa 2 that it's "not enough"; maybe even "not even close". Of course, 
if you're after uncomplicated simplicity, you might Picasa 2 to be 
precisely the right solution. :-)
