One fellow says he doesn't think the sensor cleaner is working because
he could hear it working when he first got the camera
and now the light comes on but he does hear anything.

Have your friend experiment turning the camera on and off with the IS
turned on and off. I think it makes a noticeable difference... Shake
rattle and roll with it on, and nary a sound or detectible vibration
with it off.
