A couple of guesses that I couldn't validate.

My first thought was some sort of Japanese industry standards group that 
might have pre-dated the present JIS (Japan Industrial Standards) but I 
couldn't find anything along those lines.  Next, I noticed the 6 digit 
number which I thought might be a Japanese patent number.  But I don't 
know anything about the post-war patent system or if the number is in 
the reasonable range for the period.  The number could also be a part 
number but I don't know anything about Nikon part numbers.

Now I'm out of guesses.
