I think you're on the right track there, Chuck. In Japan there's such a
thing as a Utility Model:

  "Utility models are similar to patents, but require a less stringent
  process and offer a shorter protection period. Like conventional patents,
  utility models reveal important new technology advances and are a
  significant part of any prior art search."

So I'd guess that JUM is Japanese Utility Model. Some corroborating evidence
(at least for the term, not the acronym):
