Piers' answer to the first question on increasing the guide number is
correct.  However, my experiments with T-32s and a flash meter show
quite clearly that total flash power output is quite voltage level
dependent.  For example, fresh alkaline batteries at 1.5 volts will
produce 1/2 stop greater flash output than fresh NiMH batteries at 1.2
volts.  But, after 20-30 full power pops the voltage on the alkalines
has already dropped to about 1/3 stop less power than fresh batteries.
So, if 4 alkaline C batteries allow you to hold the voltage level for a
much longer period then, yes, you will effectively get a higher guide
number.  That said, no T-32 I have ever tested (5 of them) has met the
factory stated guide number whether powered by alkalines, NiMH or high
voltage battery pack (330 volts).  I suspect that the ideal solution
would be a 5 battery NiMH pack putting out lots of current along with a
true (and fairly steady) 6 volts.  I've never owned a Metz flash but
seem to recall that they have provision for 5 NiMH cells.  Getting an
additional half stop is a big deal in flash land.

T-45 and high speed synchro?  Better get a flash bulb :-)
