Not much to help you here except that several years ago my photo mentor 
was experimenting with video presentations from stills and audio with 
some software that mimicked the "Ken Burns effect".  It did a nice job 
without too much work.  I don't recall the name but have sent him an 
inquiry.  In the meantime I found this:

Being of a suspicious nature when it comes to Microsoft and Windows I'm 
wondering if some of your problems with not being able to record to a 
DVD may have more to do with Microsoft's take on intellectual property 
rights management than technical limitations of computing engine 
horsepower.  I would be triply suspicious of that if you're using Vista.
