I assume that, as with all other such politically motivated efforts,
there are frenetic underground efforts underway to water down the tests
without appearing to do so.
The real goal of those being evaluated by the tests (no, silly, not the
students - the educational establishment and various politicians) is
improved test scores, not improved education.
