A 12 Volt battery, at less then 10.5 volts, doesn't not respond well, to say
the least.

 10.5 volts is dead for all intents and purposes.

A fully charged 12 volt battery will read something like 13.2 to 13.8
depending on the type of battery it is.

Have you considered that the trouble may BE that "the charger puts out 
7.5v".  I'd check it again. If it is only charging a 12v battery to 7.5 
v, you would indeed have a drill acting like it was feeling poorly.

If you have no other chargers, (which seems unlikely on this list) a car 
battery should be safe. Putting 12v across a 12v battery should be safe 
for the simple reason that that's what the charger is supposed to do. 
It's not like the 31v the video uses.
