Selecting for 28mm equivalent and "ultra compact" yields about 30 
cameras.  Adding "raw" mode knocks that down to 4... 2 Leicas and 2 
Panasonics, one of which is the Panasonic DMC-LX3 that Wayne mentioned.

You'll have to scroll down past the "best sellers" block at the top to

I don't believe there's a single (current) camera that meets your specs 
so you'll have to decide what's really important.  The Sony W170 (second 
item on the page above) offers 28mm and an optical finder.  Don't know 
the rest of the details except (you guessed it) a proprietary 
lithium-ion battery from the champion of lithium-ion battery recalls :-)
