ACR will do it.  Just pass multiple raw images to PhotoShop and they 
will be intercepted by ACR.  The first image will be displayed large and 
all will be represented by thumbnails down the left side of the screen. 
  Adjust the first image then press the "Select all" button followed by 
the "Synchronize button.  Then choose "Save image" or pass images into 
PhotoShop for further processing.
