Simplistically, the amount of diffraction is related to the "size of the hole" 
through which the light passes, so yes a longer lens can be stopped down 
further than a short lens before it has a diffraction "problem".  A 200mm lens 
at f16 has an effective aperture of 12.5mm, same as a 50mm lens at f4.
