When I was went to elementary school in the sixties we celebrated Washington's 
and Lincoln's birthdays separately on whatever day they fell. I don't 
remember that they were legal holiday's. I would have been too young to pay 
attention about banks being open or closed. I'm fairly sure schools open.

Somewhere in the seventies, if I remember correctly, it was decided that most 
legal holidays would be celebrated on the closest Monday so that people could 
have a long weekend. Sometime either then or later the two birthdays were 
combined and termed President's day, which is now a legal holiday. For more 
information I would have to do a google search.
