No

This only works so far for video (and very well), where subsequent 
frames are adjusted to keep major/central features aligned from frame to 
frame. For still photography, it would require individual frames to be 
composed of stacked sub-frames of very short exposure duration. Not 
technically possible for ordinary photography today.
