Huh?

If building the storage facility were free, I could see how some might 
complain. As it is, such things are very expensive to build and have 
significant operating costs. What's wrong with making a return on the 
investment?

Has European socialism reached such a point? Or are power rates 
politically determined more than economically, so that the Swiss are, in 
effect, meddling in the politics of their neighbors?

The economics of the Raccoon Mt. facility are pretty straightforward. It 
was much more cost effective to build a time shifting storage facility 
than full time capacity that would be underused much of the time.
