I also use Irfanview for resize but my JPEG setting is 90%, 75% seems a bit 
low, I understand you have a slow internet connection but to show proper 
image quality you have to use less compression.

Don't know about what exactly your photofinisher required but for web 
dispaly it is better to use sRGB.
