I've always taken it to mean "way of operating", Ken: "operandi" is  
the the gerund (noun form) of the verb operare.  The gerund would be  
"operans", with the genitive (of) form "operandi".  But this might be  
a complete fiction as I can't find the verb in my Latin dictionary ...

"Modus" seems to have existed, but "operare" might have been made up  
by some journalist ages ago.

But if it exists, you would not make the case agree with "modus".
