Sorry, I forgot that Photoshop has a dumbed-down noise-addition function.

Anyway, to do this in Photoshop, open a new layer for the noise. Add the
noise, then do a slight gaussian blur to smooth the pattern out enough to
somewhat match the image layer. Then use the clone function to clone color
(or hue) only, from the surrounding skin into the repaired section.

By using masks you can keep the noise additon to just the highlight areas or
if your editor supports it, on your adjustment layer, just paint the noise
where you want it.  Or use the erase tool to remove the noise from
everywhere else in the image.  Or just keep the noise there as the value is
so minor that it will only add texture to the image that seems to be missing
from our digital images today.
