I think the flash test should be conducted in a moderately large room 
with reflective walls and ceiling.  I can't quote you the source but it 
has always been my understanding that flash specs assume a moderately 
sized and reflecting room.  Even so, every flash I've tested has come up 
short on the claimed maximum power
