As promised, I asked my son (a training manager for the TSA at the 
Buffalo, NY airport) to investigate what happened.  Here is his report 
which indicates a different sort of story:

What I was able to find said he was attempting to attach the item to
the fuselage with a putty device and refused to hand it over when asked.
It also said he was carrying other unusual items which he also refused
to hand over.  RCMP seized the items and he was charged with mischief
under the Aeronautics act.  He plead guilty a few days later.

I would say there may have been some overreaction but it wasn't a great
idea to try to attach an unusual object to the aircraft and then fail to
let anyone see what he had.  I also wonder why he plead guilty and paid
a $30,000 fine rather than challenge the charge(s).
