You're correct.  As long as the aperture is set to the smallest wide 
open aperture (3.5 for the 14-54) the aperture will not change as you 
zoom.  However, since the lens is physically only capable of f/3.5 at 
the long end you'll be missing out on 2/3 stop of light that you would 
have had if the lens was a constant f/2.8.  That additional light is a 
big help to the autofocus in dim light even if the exposure will be made 
at a smaller aperture.
