For comparison purposes, PS does both. Edit=>Transform=>Rotate allows
visual rotation or numerical settings. CTRL-double quote turns grid on
and off. Grid has many options.
Or one may use the Ruler tool from the Tool Palette to draw a line along
an edge. Then Image=>Rotate Canvas=>Arbitrary pops up a dialog box with
the necessary correction already filled in.
