Correct, Chris. The use of disabling wounds is nearly impossible to do,
except in western movies and TV. The goal is to stop a person from doing
more damage, hence the shot to the torso.

They are all short-range, Brian, and might put the officer within range of
an offensive weapon.

I suspect that they don't do wounding because those parts are very difficult
to hit; or perhaps it is because they are trained to stop an assailant as
quickly as possible and slightly gouging a leg won't do that.
