looking at them from a broadcaster perspective, it seems to me that the FCC 
has relaxed their standards here. I think the FCC has seriously declined as 
a regulatory agency ever since the Reagan era deregulation.

Agreed.  My impression has been that the FCC has always been very
conservative with regards to interference concerns.  It's hard to
imagine that the FCC can get away for very long with disregarding all of
these powerful agencies.
