Most likely. It could also be that some people are using the "invite to join" 
functionality and his e-mail address.

As for FB itself, it is a tool. Like every tool, it can be used in good or 
stupid ways. For me, with family and friends spread over several countries on 3 
continents, it is an extremely useful tool. I cannot recall every receiving a 
spam message that I could trace to my activities on Facebook. But then again, I 
have taken the trouble to actually understand the privacy settings and to set 
them to the max, so that effectively only the people I want to see what I am 
doing can do so. 

If you look at my public profile, you will not see much and much of what you 
see is blatantly false.
