I think the "heavy blue stain across the frame" is a byproduct of your
polarizer on a wide angle lens. I certainly don't see it as "a failure
during the K14 process". If the blue "stain" were due to a processing
failure it would continue across the awning at lower right and probably
affect the white cross as well. If it were mine I'd darken the upper
right of the sky and let it go.
