As I was taught, newton's rings only appear between tow smooth surfaces, 
that's ANR glass is generally only used on top.

In my experience it is the small airspace between the [lower] emulsion side
of the film and the top side of the bottom glass plate, created by having
the edge of the film strip sit on the mask, that eliminates the creation of
Newton rings.
