My E-PL1 certainly increase shutter lag when IS is enabled. As far as I 
remember the 28-135 IS I owned need 0.5 second or so before IS is stable but 
you can half-press the shutter to enable the IS in advance. Unfortunately, 
you can't do that with the E-PL1.
