This is not about tethering a camera to an iPhone. I'll have a shot at
explaining, and anyone's welcome to offer correctives...

The "tethering" they refer to is the ability to use your iPhone as a
modem for your PC or laptop. Particularly in the latter case, this
would enable you to have a "3G modem" while on-the-go, using your
iPhone's mobile connection/account. In Australia, some mobile phone
service providers only permit this at a cost, and so it is not enabled
on the iPhone by default (note, some do, and so it is). It is not a
function that can simply be enabled by the user by any iPhone-menu
means if it is not already enabled.

However, iPhone/iOS application developers can enable it, except that
it is not permitted by the rules of submitting an application to the
Apple's app store. What this particular application developer has done
is written a "backdoor" into an otherwise unrelated application to
enable the tethering functionality. This is very naughty (by Apple's
app store standards), and they'll likely pull his app from the store.
