Preview for what?  Screen or print?  For screens just use whatever fits 
into the assumed screen size.  But also remember for web images that not 
everyone has an HDTV size monitor.

After sizing the image to fit the screen then sharpen exactly what you 
see until it looks pleasing to you.  Others should see the same.

For prints size the image for the final print size at print resolution 
and then display the image at 25-33% which is meant to simulate on 
screen as well as possible the look of the print.  The choice of 25-33% 
is to compensate for the resolution difference between screen and print. 
  If your screen has 100 pixels/inch and the print will have 300 dpi 
then use 100/300 = 33%.  Sharpen until very slightly crisply to allow 
for some softening during the print process.
